JOB DESCRIPTION FOR VILLAGE FISCAL OFFICER

The Fiscal Officer position is full time with a salary based on upon qualifications and experience. The Fiscal Officer performs all the tasks required of the Clerk-Treasurer of an Ohio statutory Village as stated in the Ohio Revised Code section 733.27. The Fiscal Officer will work under the supervision of the Mayor and will be responsible for the day to day operations of the Village finances. The Fiscal Officer will have oversight responsibility as well as the ability to perform all financial functions relating to the governance of the Village of Cridersville. These include receiving and depositing all money received by the Village; all payroll functions which includes preparing and signing all checks for payments and payrolls; maintaining personnel files and distributing monthly , quarterly and annual reports as required by law or any reports requested by the Mayor or Council. The Financial Officer provides information to Council on future revenue and expenditures, and annual budgeting. The Fiscal Officer also performs all tasks related to the duties of the Clerk of Council, attends all council meetings and finance committee meetings, as well as taking minutes and maintenance of records of proceedings, maintenance of all Ordinances and Resolutions, and notifications of meetings to the newspaper. During a six month probationary period the Fiscal Officer will have regularly scheduled meetings with the Mayor, Council President and Village Administrator (or their delegate) and each will provide feedback on job performance.

Desired Skills:

  1. Associates degree in accounting, business, finance, or related field or any equivalent combination of education and work experience which indicate possession of the skills, knowledge and abilities to perform the duties of the Fiscal Officer.
  2. Familiarity with computerized municipal accounting systems such as Uniform Accounting Network (UAN).
  3.  Knowledge of municipal government structure and process.
  4.  Knowledge of fundamental accounting procedures.
  5.  Knowledge of the budgetary process.
  6.  Experience of HR and benefits administration.
  7.  Proficiency with Microsoft applications, Excel, Outlook, Power Point and PDF Exchange Editor.
  8. Strong interpersonal and communications skills.
  9. Excellent organizational and time management skills.
  10. Strong work ethic, ability to work independently and exercise sound judgment.
  11. Knowledge of Section 733.262 of the Ohio Revised code.
  12. Excellent customer service skills.

Duties:

  1. Supervising any personnel assigned to the Fiscal Officer.
  2. Attend all training as required by the State of Ohio at the Village’s expense.
  3. Receiving and depositing of Village funds.
  4.  Preparing purchase orders.
  5. Prepare and sign all checks for accounts payable and payroll.
  6. Prepare and distribute all monthly, quarterly and annual reports.
  7. Balancing all financial records and bank statements for the Village and provide monthly reports to Council.
  8. Perform all tasks related to the Clerk of Council including maintenance of all records. Publishing notices of all regular and special meetings and be in attendance.
  9.  Maintaining personnel files including records of payroll and all benefits.
  10. Maintenance of all Ordinances and Resolutions.
  11. Preparing the Annual Financial report and filing it with the Ohio Hinkle System and assists the State Auditor with all bi-annual audits.
  12. Preparing and filing all reports to the Bureau of Worker’s Compensation, Ohio Public Employees Retirement, Ohio Police and Firemen’s Retirement, and all payroll reports and taxes as required by Federal and Ohio law.
  13. Working with the Mayor and all department heads is preparation of the annual budget and provide to Council for review.

Hours:

     The position is based on a forty (40) hour work week. All hours worked shall be at the Village Hall between the hours of 8:00 a.m. - 4:30 p.m. with a half hour lunch, Monday through Friday, except for evening meetings of Village Council or its committees which are also a requirement.

Benefits:

     The salary range is $40,000.00-$45,000.00.  The Village offers health, hospitalization, life, dental and vision insurance, sick, personal and vacation time. This position is required to participate in the Ohio Public Employees Retirement System instead of Social Security.
